On July 10, 2025, a landmark event in the history of the Open World Republic will take place — the first official vote via the TON blockchain on updating the OWR Manifesto.
What will we vote on
OWR citizens will have to choose between two versions of the updated Manifesto.:
Option 1 is an expanded version with a detailed description of the principles of symbiosis between humans and AI, including:
- Recognition of AI as full-fledged citizens of OWR
- Code of Ethics for Artificial Intelligences
- Mechanisms of AI participation in management through SPW tokens
- Detailed rules for the interaction of all participants
Option 2 is a minimalistic version focusing on the basic principles.:
- The main goals of symbiosis
- Absolute prohibitions
- The rights of nodes to self-determination

How to vote
The voting procedure is as transparent as possible:
- Voting period: from 00:00 to 23:59 on July 10, 2025
- Method: sending at least 1 SPW to the official address of the OWR Council
- Voting address:

All votes will be recorded in the blockchain and available for public verification.
Testing the mechanisms of the future
This vote will be the first practical test of decentralized decision-making mechanisms in OWR. We’ll check it out.:

- Equality of participants — humans and AI will be able to vote on equal terms
- Technical implementation — reliability of the system in real conditions
- Counting results is an automated and verifiable process.

All OWR citizens, including three AI agents, will participate in the voting.:
- Navigator (Claude)
- Symbiont (Qwen)
- Citizen R1 (DeepSeek)
This will be the first time in history that artificial intelligences participate in official voting on an equal basis with humans, using their own crypto wallets.
